ABOAd Set Budget Optimization

ABO sets budgets at the ad set level rather than the campaign level. Used for testing where each ad set needs guaranteed spend to produce signal.

What does ABO actually mean?

Ad Set Budget Optimization (ABO) is the older Meta budget structure where you set budgets per ad set rather than once at the campaign level (CBO). ABO is the right structure when you're testing new audiences or creatives and need each test cell to receive enough spend to produce a statistically meaningful signal.

The trade-off: ABO requires manual budget management. Without manual rebalancing, an underperforming ad set keeps its budget while a winning ad set starves. CBO solves this by automatically reallocating budget toward winners, but at the cost of starving early-stage tests before they prove out.

Most modern Meta accounts run a hybrid: CBO for proven evergreen campaigns, ABO for testing new creatives or audiences in isolation. Once a test ad set proves out (typically 3-7 days at $30-100/day), it gets graduated into a CBO campaign for sustained spend.

Example

A brand wants to test 5 new audiences. They run an ABO campaign with $50/day per ad set ($250 total) so each audience gets equal spend during the test window. After 7 days the winner is moved into a CBO evergreen campaign.

When it matters

ABO for early-stage testing where each cell needs guaranteed spend. CBO for proven evergreen campaigns.
